This scheme is being implemented in rural areas by 6(Six) Departments, viz. , a)Minority Affairs & Madrasah Education Department, b) Backward Classes Welfare Department, c) Fisheries Department, d) Forest Department, e) Sundarban Affairs Department and f) Paschimanchal Unnayan Affairs Department and non-Municipal urban areas by statutory organizations viz. WBHB, WBHIDCO etc. under the name of ‘Gitanjali' and ‘Amar Thikana' in rural area is being implemented by P& RD Department.

- Objectives of the scheme is to enable MPs to recommend works of development nature with emphasis on the creation of durable community assets based on the locally felt needs to be taken up in their constituencies. The schemes are drinking water facility, education, public health, electricity, roads, irrigation, sanitation etc.

Salient features of the (BEUP)
- Objectives of the scheme is to enable MLAs to suggest and implement developmental schemes that are capital intensive in nature based on locally felt needs in conformity with the overall planning of the district so that durable assets are created in their respective constituencies.
- Each MLA is entitled to recommend schemes for Rs. 50.00 lakh for each financial year

Salient features of the Scheme(PUP)
- The programme under PUP has been introduced for effecting integrated development of the area and filling critical gaps in normal development process under direct supervision and monitoring of DPC and the Executive Committee of PUP. Attention on small projects with wide public utility, need oriented bias and anti poverty thrust aimed at improvement of quality of life of the target group.
