Midnapore Kharagpur Development Authority

Introduction :

 

MIDNAPORE KHARAGPUR PLANNING AUTHORITY was constituted vide notification no. 3377-T & CP / 15-4 / 93, dated 05.11.93

Thereafter, Midnapore Kharagpur Development Authority was formed vide Notification No. 825 / T & CP / C -2 / 1 – S / 2003, dated 21.03.2003 as per section 11 (1) & (3) of the WB T & C(P&D) Act, 1979.

 

2.1. Location :

 

This Development Authority has been formed for the area as given below -

1. Midnapore Municipal area.

2. Kharagpur Municipal area.

3. Six Grampanchayets of Midnapore Sadar Block.

i. Manidaha GP, ii. Kankaboti GP, iii. Siromoni GP, iv. 6/1 No.Panchkhuri GP, v. 6/2 No.Panchkhuri GP, vi. Bonpura GP.

 

4. One Gram Panchayet of Salboni Block

i. Karnagar GP.

5. Five Gram Panchayets of Kharagpur – I Block

i. Arjuni GP, ii. Haritatara GP, iii. Kalaikunda GP. iv. Gopali GP, v. Barkola GP.

6. Two Gram Panchayets of Kharagpur-II Block

i. Changual GP. ii. Lachmapur GP.

4.1. Existing Scenario :

The Midnapore Kharagpur Planning Authority was created to take measures for uniform growth of two municipal areas Midnapore & Kharagpur and adjoining 14 Gram panchayats of Midnapore, Salboni, Kharagpur-I & Kharagpur II Blocks in a planned way. Thereafter the present development authority was created for further development of the entire planning area so that urban rural road linkage, development of infrastructure and better amenities be given to the inhabitants of this planning area. There is potentiality for such development because two national highways (NH-6 & NH-60) are running through this area and the railway network is extended from north to south and east to west of this area. As a result huge numbers of entrepreneurs have come to Kharagpur and its adjoining areas to establish their industries / commercial setups. At the same time there was hope of establishing the steel plant at Salboni by JSW and downstream industries were expected to be founded within the close proximity of this planning area for which rapid growth of population was expected. This is why present development authority was constituted and has come to play. They have imposed restriction on unplanned growth of area without obtaining permission from MKDA. This restriction came to force by way of government notification on and from 15th July, 2005. The prescribed rate of development charge was also notified vide notification No. 1/MKDA Dt. 13-01-2005 and this rate of development charge has been enhanced vide notification no. 798-T&CP/C-2/IT-3/2004(Pt.I) Dt. 30-03-2017.

Now this development authority is taking different development programmes out of its own fund and the Government Fund allotted against different development schemes.

 

5.1. Development Control Regulation :

Prevalent Building Rule of ULB (Municipal Building Bye Laws) will be effective for Municipality areas under respective Planning Area.

Prevalent Panchayat Rule will be effective for areas other than Municipality areas under respective Planning Area.

 

6.1 Vision & Objectives :

The Development Authority under the provision of the West Bengal Town & Country (Planning and Development) Act, 1979, intends to achieve the following goals and objectives:

 

To control land use and development to arrest haphazard growth within the planning area.

To act as a catalyst in economic, social and cultural development of the area.

To develop the optimum level of social and physical infrastructure which would attract investors and also to provide all round support for industrial and allied development.

To preserve environmental balance in the area.

To provide or to extended civic amenities in the area.

To develop fringe areas and new townships.

To facilities urban rural integration and integrated development of peri-urban areas which are susceptible to unplanned growth.
