Labour Commissionerate implements the following schemes :-
- Financial Assistance to Workers in Locked Out Industries (FAWLOI).
- State-Assisted Scheme of Provident Fund for Unorganized Workers (SASPFUW). Social Security and Welfare Schemes for construction workers administered under West Bengal Building and Other Construction Workers Welfare Board.
- Social Security and Welfare Schemes for Transport workers
Welfare benefits under different schemes of Labour Commissionerate:
State Assisted Scheme of Provident Fund for Unorganized Workers (SASPFUW):-
Unorganized workmen of 49 professions and self-employed workmen of 12 professions being within the age range of 18-60 and having monthly family income of less than Rs. 6,500/- can apply under this scheme. However, the beneficiaries, who are already enrolled under Employees Provident Funds and Miscellaneous Provisions Act, 1952, will not get the benefits from this scheme. The subscriber/beneficiary has to deposit Rs. 25/- p.m. to the Collecting Agent (C.A), Government will deposit Rs. 30/- p.m. against such deposit along with interest @ 8.8% (at present). Anybody enrolling at the age of 18 years and continuing up to 60 years will get back more than Rs. 2,50,000/- paying just Rs. 12,600/-.
In case of death before 60 years, the nominee gets the full beneficiary contributed amount plus matching contribution with interest. There is also benefit of health scheme for the beneficiaries (up to Rs. 10,000/- p.a. for hospitalization in government hospitals only for not less than 5 days at one go). For availing benefit hereunder, continuous subscription for at least consecutive 24 months is a pre-condition.
The nominee gets Rs. 50,000/- for natural death of the beneficiary. In case of accidental death, the amount of such assistance is Rs. 1,50,000/-.
In addition to these, beneficiaries will get a Samajik Mukti Card (SMC) which will act as a smart card in future while distributing the benefits.
Schemes under the Building and Other Construction Workers (RE & CS) Act, 1996:-
Construction workers involved in very wide variety of construction working for at least 90 days during last one year, falling within the age limit of 18-60 can enroll under this Scheme. The subscribers require to pay Rs. 20/- at the time of registration and then Rs. 30/- p.a. for annual subscription and subsequent renewal.
They will get benefits like
- Education benefit of Rs. 4,000/- to 30,000/- for the beneficiary or his children.
- Rs. 10,000/- for marriage assistance of the beneficiary or his/her two children.
- Maternity assistance of Rs. 6,000/- to female construction workers (twice). Rs. 10,000/- additional amount for birth of girl child (upto two children).
- Rs. 6,000/- for miscarriage (twice).
- Rs. 10,000/- as accidental medical benefit.
- Rs. 50,000/- as accidental permanent disability.
- g) Rs. 20,000/- p.a. for the subscriber or his dependents suffering from diseases like Cancer, Leprosy, Heart Diseases, Kidney Dysfunction, AIDS, Thalassemia etc.
- Rs. 60,000/- for surgical cases.
- Rs. 6,000/- for T.B.
- Rs. 50,000/- for natural death and Rs. 1,50,000/- for death due to accident at work place.
- Rs. 3,000/- for funeral expenses of the registered beneficiaries.
- Pension of Rs. 750/- p.m. to the subscriber and half the amount as family pension to his spouse in case of death of beneficiary
- Pension of Rs. 750/- for permanent disability and half the amount as family pension to his spouse in case of death of beneficiary
- Rs. 500/- for purchase of spectacles (one time).
- Rs. 2,000/- for purchase of tools (one time).
- Rs. 3,000/- for purchase of bicycle / dress (one time).
- In case of premature death/ unwillingness to continue, the subscriber will get back the total subscribed amount with interest at 8 % rate.
Beneficiaries become eligible for the aforesaid benefits at least 6 months after enrolment and onwards
West Bengal Transport Workers’ Social Security Scheme (WBTWSSS), 2010:-
Transport workers of commercial vehicles like drivers, conductors, cleaners, helpers etc. within the age range of 18-60 can enroll under this scheme with Rs. 30/- at the time of registration. No fee is required for renewal.
They will get benefits like:
- Education benefit of Rs. 4,000/- to 30,000/- for the beneficiary or his children.
- Rs. 25,000/- for marriage and maternity assistance of the transport worker’s two children.
- Rs. 10,000/- as accidental medical benefit.
- Rs. 20,000/- p.a. for the subscriber or his dependents suffering from dreaded diseases like TB, Cancer, Leprosy, Heart Diseases, Kidney Dysfunction, AIDS, Thalassemia etc.
- Rs. 60,000/- for surgical cases.
- Rs. 50,000/- for natural death and Rs. 2,00,000/- for death due to accident at work place.
- Pension of Rs. 1500/- p.m. to the subscriber and half the amount to his/her spouse in case of death.
- Pension of Rs. 1500/- for permanent disability and half the amount to his/her spouse in case of his death.
Beneficiaries become eligible for the aforesaid benefits at least 6 months after enrolment and onwards

In FAWLOI Rs.6035189/-(Rupees sixty lakh, thirty five thousand one hundred eighty nine) distributed to 201 persons in 4 establishments.

We have undertaken ease of getting service initiative in Paschim Medinipur District for our beneficiaries and stakeholders. Keeping in mind the convenience and inconvenience of the workers , a vast majority of which is daily wage earners , we have introduced following two initiatives in this district from October,2015.
- Evening Office: All the RLOs in this district except Jhargram will remain open till 7pm once a week for the convenience of our beneficiaries. RLO, Kharagpur and RLO Ghatal will remain open till 7 pm on every Tuesday and RLO Midnapore will remain open till 7pm on every Wednesday.
